The unit on the label is milligrams of nicotine per millilitre of liquid (mg/mL). To convert it to a percentage, divide by 10. Reading "6 mg" as 6% would mean 60 mg/mL, three times the federal cap, so the two units are not interchangeable.
When you compare bottles of different sizes, concentration alone doesn't tell you how much nicotine each bottle holds. A 60 mL bottle at 6 mg/mL holds 360 mg of nicotine in total.
