Where 20 mg/mL sits under the federal limit
Canadian regulations set a maximum nicotine concentration of 20 mg/mL for vaping products sold in Canada. Under the Nicotine Concentration in Vaping Products Regulations, the limit applies to nicotine in any form, salt or non-salt. 20 mg/mL is the same concentration as 2%, so a bottle labelled 20 mg/mL is at the federal ceiling.
Health Canada checks compliance with ISO 20714, a validated international test method for measuring nicotine concentration. Its laboratories test each sampled product three times and report the average. Health Canada has also observed that many products that failed the limit had been marketed as 20 mg/mL. For that reason, its compliance guidance on nicotine concentration encourages manufacturers to make these solutions slightly below the limit, so that a dilution error doesn't push a batch over it.
What "salt" on a Clear Salt label tells you
