What 12 mg/mL and 20 mg/mL mean in a 30 mL bottle
The strength on a That's Mint label is in mg/mL, which means milligrams of nicotine in each millilitre of liquid. Across the full 30 mL, the labelled 12 mg/mL works out to 360 mg of nicotine and the 20 mg/mL works out to 600 mg.
Federal rules set a ceiling on that number. Health Canada's vaping products regulations set a maximum nicotine concentration of 20 mg/mL for vaping products manufactured or imported for sale in Canada. The 20 mg/mL bottle is at that limit. The 12 mg/mL bottle is at 60% of it.

What "salt" means on the label
Health Canada describes nicotine salts as nicotine dissolved in a liquid mixture that has been chemically adjusted to be weakly acidic (About vaping). The other common form is freebase nicotine, which Health Canada describes as nicotine dissolved in a liquid mixture, typically propylene glycol and/or vegetable glycerin. Salt liquids also contain propylene glycol and/or vegetable glycerin, along with other chemicals such as flavouring ingredients.
